Project Details

PROJECT DESCRIPTION:
The project is located on Interstate 64 in the City of Chesapeake, beginning near Rotunda Avenue, approximately 0.6 miles east of the I-264 interchange at Bowers Hill, and ending approximately 0.9 miles east of the I-464 interchange. Major components to be designed and constructed for the project include:

1. The widening of the existing interstate from 4 lanes to 6 lanes from the point east of the I-264 interchange where the existing lanes reduce from 6 lanes to 4 lanes to the oint near I-464 where the existing lanes increase from 4 lanes to 6 lanes.
2. The widening will accommodate two (2) general purpose (GP) lanes and one (1) HOT/HOV lane in the eastbound direction. In the westbound direction the widening will accommodate two (2) general purpose lanes and one (1) HOT/managed lane.
3. Proposed improvements include, but are not limited to:
a. A new fixed span High Rise Bridge south of the existing bridge with 100-foot vertical clearance over the Elizabeth River;
b. Realignment of the existing westbound I-64 lanes immediately adjacent to the new High Rise Bridge;
c. Sound barrier walls;
d. Asphalt overlay over the existing pavement;
e. Addition of new asphalt or concrete 12-foot-wide travel lanes with 4-foot buffers and shoulder west of the High Rise Bridge;
f. Addition of new asphalt 12-foot-wide travel lanes with 4-foot buffers and shoulder east of the High Rise Bridge;
g. Replacement of the overpass bridge at Great Bridge Boulevard with a parallel bridge and associated realignment of Great Bridge Boulevard;
h. Widening of 6 existing I-64 bridges over Military Highway, Yadkin Road and Shell Road;
i. Extension of 2 box culverts and 14 pipe culverts;
j. Reconfiguration of traffic control devices on the existing High Rise Bridge to accommodate one-way traffic;
k. Installation of storm drain pipes and stormwater management facilities;
l. Civil infrastructure for the new HOT/HOT/managed lanes.
4. Widening of the existing roadway and bridges is expected to occur mostly in the median of the existing interstate, avoiding impacts to existing interchanges and minimizing impacts to right-of-way.
5. The scope of work for the HOT lanes will include the civil infrastructure only, such as gantries, signs and conduit, and generally excludes the integration system which will be provided by others as part of a separate project.

Project Duration: Anticipated completion in 1Q21 (approximate 3 years, 4 months)

DBE – 8% (Note: Eligibility for Goal requires
Commonwealth of Virginia certification)

IMPORTANT NOTES:
1. Public documents made available by VDOT can be provided. Additional documents/information developed by GPC is considered to be proprietary, and the release of any such information, in whole or in part, will require the execution and return of a Subcontractor/Supplier Confidentiality and Nondisclosure Agreement. Prior to being provided access to Bid Documents prepared by GPC, a firm will have to execute and return a Confidentiality Agreement. The Confidentiality Agreement will be provided to firms who express an interest in the project.
2. Some scopes included in the following list may end up not being required depending on the design developed by GPC. However, we need to determine a list of qualified and Virginia certified DBE firms who are interested in the project now so we can ensure that all viable firms are included in our project database. Thus, it is critical that you reply with your intent to submit a bid for the project as soon as possible. Quotes will be required no later than September 1, 2017.
3. There will be some items that might be required, but for which a determination on actual needs and/or scope would not be made unless GPC is the successful design-build team. GPC will maintain a separate list of ALL certified DBE, as well as any other designated classification, firms expressing an interest in the project, which will be turned over to the construction team for consideration. The SmartBid system will track the interest response for all firms.
4. As this is a design-build project, Plans and/or Specifications for different scopes will be available at various stages of development. We expect that the earliest documents will be available is the end of April, 2017. In this regard, it must be understood that a complete design would not be commenced for any scope unless GPC is the selected team. Plans and Specifications will be made available, as applicable, for a firm’s area(s) of expertise. As any Plans and/or Specifications prepared during the procurement stage will not be representative of a final design, information will be provided for any pricing parameters, as applicable. (Note: The release for viewing of any Plans and Specifications will be contingent on the execution and return of the Confidentiality Agreement as described previously in item 1.)
