Project Details

Mill and Pave approximately 5400 square yards of asphalt pavement. Remove and replace existing storm structures and piping. Extend existing canal trail and install adjacent green areas. Install 5’ sidewalks and concrete curbing. Provide new parking islands and light pole structures. Village will purchase asphalt. Contractor responsible for hauling and placement of asphalt. Village to provide drainage piping and structures. Contractor to install drainage piping and structures. NOTE: Removal and replacement of storm drainage piping and structures to be performed August 11th- August 20th. - NO EXCEPTIONS.



Sealed Bids will be received for a single prime Contract. Bids shall be on a unit price basis, with additive alternate bid items as indicated in the Bid Form.

Prospective Bidders may examine the Bidding Documents at the Issuing Office on Mondays through Fridays between the hours of 8:30 AM and 4:30 PM, and may obtain copies of the Bidding Documents from the Issuing Office after P&S Available.

Bidding Documents also may be examined at the office of the Village of Waterloo, 41 West Main Street, Waterloo, NY 13165 on Mondays through Fridays between the hours of 9:00 AM and 3:30 PM; at plan rooms, or online through internet based construction information subscription services.

Bidding Documents may be obtained from the Issuing Office during the hours indicated above. Bidding Documents are available on compact disc (as portable document format (PDF) files) for a non-refundable charge of $10.00 for each set, payable to Village of Waterloo. No print documents will be issued. Bidder is responsible for costs associated with printing the Digital Documents. In order for a bid to be considered valid, Bid Documents must be obtained from the Issuing Office only. Bidding Documents obtained from any other source are for examination only, are not considered complete and are not valid for bidding purposes.

Upon request and receipt of the document fee indicated above, plus a separate non-refundable shipping charge of $10.00 payable to the Issuing Office, the Issuing Office will transmit the Bidding Documents via delivery service. In lieu of the shipping charge, prospective bidders may pick up Bidding Documents themselves at the Issuing Office, or they may ask to have the documents shipped on their own account number. Prospective bidders having Bidding Documents shipped on their own account number must provide their account number, desired method of shipping (overnight, next afternoon, etc.) and a statement permitting the Issuing Office to use their account number to ship documents to them. Requests for Bidding Documents that are not accompanied by the required letter will be returned.

When requesting Bidding Documents, prospective bidders must include a letter stating their name, firm’s name, shipping address (no P.O. Box numbers), telephone number, email address, fax number (if any), name of project for which they are requesting Bidding Documents, intended contract, amount of money enclosed, and, if applicable, check numbers.

The date that the Bidding Documents are transmitted by the Issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Village of Waterloo nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

Bidders are required to take affirmative steps to assure that minority firms, women’s business enterprises and labor surplus area firms are used when possible as specified in Sections 31-36(e)(2)(I through V) of the Federal Contract Provisions and NYS requirements. The Town requires contractors to utilize their best efforts to achieve goals for Minority Business Enterprises (MBE’s) and Women’s Business Enterprises (WBE’s) participation on this project. The successful bidder will be required to take various affirmative steps to achieve the participation goals set forth herein. All M/WBE firms are encouraged to submit a bid.

The Village of Waterloo, Seneca County, NY, reserves the right to reject any or all bids, or to waive any informalities, or to make an award to other than the low bidder. It further reserves the right to limit the amount of the award.

Attention of the bidders is particularly directed to the requirements of the conditions of employment to be observed and minimum NYS Wage Rates and Federal Davis Bacon Wage Rates to be paid under the Contract.

A Pre-Bid Conference will be held on June 28, 2017 at 10:00 A.M. local time at 41 West Main Street, Waterloo, NY. Representatives of Owner and Engineer will be present to discuss the Project. Attendance at the pre-bid conference is highly encouraged but is not mandatory.
Bid security shall be furnished in accordance with the Instructions to Bidders.
