URGENT MEMO TO BIDDERS Nov. 9th

We were just informed by the Owner of the St. Paul’s Commons project that the
interpretation of the Davis-Bacon wage decision for the project has changed. Up until
now we have been working under the assumption that the Residential Rates would apply
to all work on the project. This is no longer true.
According to the County of Contra Costa, since the project has mixed use space on the
ground floor, both the Commercial AND Residential rates now apply to the labor rates on
this project. Since it’s the first floor that will house the future commercial spaces, the County
is requiring us to use the commercial rates for work on the first floor of the building (including
the foundations and slab work). All other work falls under the Residential rates. Please
structure your bids accordingly.
We have posted both wage determinations on our website for your use. We have
reviewed each and, while there are minor differences in various trades, the most
significant ones are for asbestos abatement, drywallers, sheet metal, fire sprinklers and
plumbers – but please verify this for yourselves prior to submitting your bids.

to the owners is due on the 15th, so don’t be late!!

Resources for Community Development, RCD, a nonprofit agency developing affordable housing for Contra Costa County residents has selected Midstate Construction Corp. as the General Contractor. Midstate is seeking bids from qualified subcontractors including, but not limited to:

There are THREE DISTINCT AREAS in the project that require your bids to be segregated for accounting purposes. Please review Appendix K for details. Most bids will have three (3) numbers. One for Housing, one for Trinity Center and one for Church Community Center.

THIS IS A PREVAILING WAGE PROJECT Subject to:

Contra Costa County Section 3 Plan, HUD Form 4010 Federal Labor Standards Provisions and Federal Davis-Bacon Prevailing Wages. Certified Payroll Reporting is required.

This project is partially funded by the Contra Costa County HOME Investment Partnership Act (HOME) program, Housing Opportunities for Persons with AIDS (HOPWA) program, and Contra Costa County Community Development Block Grant (CDBG) funds.
