The project is located along Route 46 from just east of the Browertown Road to Rock Hill Road (Milepost 58.8 to 60.6), and along Route 3 from the Route 46 / Valley Road Interchange to Grove Street (Milepost 0.00 to 0.75) in the City of Clifton, Borough of Woodland Park, and the Township of Little Falls in Passaic County. The purpose of this project is correct existing operational and safety problems along Route 46, Route 3, and at diverge of both highways.

The entire project includes the realignment and widening of Route 46 to improve sight distance, and provide standard shoulders, acceleration, deceleration, and auxiliary lanes. At the Route 46 / Route 3 interchange, a three-lane Route 3 section will replace the existing two-lane connections, and Route 46 will be realigned to converge with Route 3 from the right side instead of the left as it presently does. The Route 3 / Route 46 / Valley Road interchange will be reconstructed with four new bridge structures, a new signalized intersection, and a new multi-lane urban roundabout. The structure of the Route 46 Bridge over Lower Notch Road will be replaced, and vertical under-clearance will be improved. From Route 46 to Grove Street, Route 3 will be widened to provide auxiliary lanes and standard shoulders.

Disciplines of work include but not limited to: milling and paving, mpt, towing, snow removal, demolition, traffic line striping, overhead sign structures, drilled shafts, rock dowels, roadway drainage and structures, flatwork, fence, guiderail, pipe cleaning, landscaping, shotcrete, water treatment, water main work, gas work, electric, expansion joints, shear studs, bridge bearings, rebar, noise barriers, excavation, backfill, geofoam, sheeting, retaining walls. Bids will be received until October 31, 2019.

A Pre-Bid meeting will be held for this project on October 18, 2019, Friday. Registration will start hour before the meeting. The meeting will start promptly at 10:00 AM. The meeting will be held in the Training Room A at NJDOT's E & O Bldg. located at 1035 Parkway Avenue, Trenton, New Jersey. This project has a 9% DBE goal. Subcontractors, truckers, and suppliers interested in contracting opportunities are encouraged to attend the pre-bid meeting. DBE firms must be certified before the due date for bids or offers on the Contract.
