ENGINEERING SERVICES REQUEST FOR INVITATION TO BID AND STATEMENT OF QUALIFICATIONS
The city of Arp (the "City") is seeking to enter into an engineering services contract with a state-registered engineering firm. The City is in the process of applying for funding through the Texas Water Development Board (TWDB). Interested firms may submit an RFQ according to the following criteria. The City reserves the right to accept or reject any or all proposals for any reason deemed to be in the best interest of the City. Project Description: The Project will replace approximately 41,000 feet of 6- & 8-inch pipe with 6- & 8-inch HDPE pipe (9,200 feet & 32,000 feet respectively). Approximately two thirds will use HDD and one third will use open trenching (subject to cost and necessity). The project will include replacement and/or installation of 80 fire hydrants, 172 valves with boxes [(80) 6-inch associated with hydrants, (36) 6-inch & (56) 8-inch)], 469 Auto-read customer meters and boxes (and connect to mains), and two railroad crossings (HDD).
Scope of Work: The engineering contract will encompass all project-related engineering services for the City, including but not limited to the following:
1. Preparation of an Engineering Feasibility Report, in accordance with requirements of the Texas Water Development Board (TWDB).
2. Preliminary and final design plans and specifications.
3. Preparation of the bid packet and construction documents.
4. Construction phase engineering and inspections (interim and final)
5. Other special services as may be required
6. The Engineering firm must be able to produce all designs, specifications and plans and, receive approval, prior to the contract issuance by the TWDB as an "Urgent Need" and "Shovel Ready" project. This will require coordination and cooperation with all parties working on the project.
Statement of Qualifications: The City, is seeking to contract with a competent engineering firm, registered to practice in the State of Texas, which has had experience in the following areas:
1. Experience with drinking water distribution system projects.
2. Experience with TWDB-funded construction projects.
3. Projects located in this region of the state.
4. Projects incorporating design and construction using horizontal directional drilling (HDD) and open trenching with HDPE fusible piping.
As such, please provide within your proposal a list of past TWDB projects with contact information, as well as resumes of all engineers who will or may be assigned to this project, if you are awarded the engineering services contract.
Dateline For Submission: If your firm is interested n being considered for this project, proposals must be received no later than 4:00 PM on Thursday, January 30, 2020, at the City Hall, 109 W. Longview Street, Arp Texas, 75750. One (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material "TWDB ENGINERRING RFQ".

The City reserves the right to negotiate with any and all engineers or firms that submit proposals, as per the Texas Professional Services Act. Qualified SBE, MBE and WBE firms are encouraged to submit proposals in response to this invitation. The City affords Affirmative Actions to qualified small, minority and women-owned businesses. Please note that the successful respondent is required to make a "good faith effort" toward affording opportunity for qualified SBE, MBE and WBE participation and submit, if required, supporting documentation to the TWDB.
Additional Information
A. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB).
B. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a part to this, RFQ, or any resulting contract.
C. This contract is subject to the Environmental Protection Agency's (EPA) approved fair share Agoal toward procurement of Minority and Women-owned Business Enterprise (M/WBE) business. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
