An EEO Penn Station Access Project:

Provide Design-Build services to the MTA and MTA C&D for the Penn Station Access Project. The Project will include the design and construction of additional passenger train tracks, traction power substations, overhead catenary contact systems, new track interlockings, updated communication systems, and new signal systems within Amtrak's Hell Gate Line right of way which will allow Metro-North trains running on the New Haven Line to go directly into Penn Station. Ultimately, the project will provide new service options for customers and enhance Metro-North's network resiliency, support faster recovery efforts and facilitate the ability to maintain acceptable levels of service when faced with planned and unplanned service disruptions, severe weather events, and other emergency situations.

The Key elements of the project are:

Realigning existing tracks and constructing tow new passenger tracks along an approximate six-mile segment of the Hell Gate Line.

Rehabilitation and upgrading of existing drainage systems.

Relocation of existing interlockings and construction of new interlockings, including Leggett Interlocking which is an Early Action Package.

Realignment and removal of existing freight tracks and construction of new freight tracks.

Realignment of existing catenary for existing tracks and installation of new catenary.

Construction of four new Metro-North passenger stations.

Replacing or rehabilitating all or most of the Bronxdale Avenue, Pelham Lane, and Eastchester Road bridges.

Repair and strengthen the Bronx River Bridge and construction of a new span.

Construction of new Amtrak Van Nest AC supply substation.

Upgrade of AC distribution substations at Bowery Bay and New Rochelle.

Construct new AC substations at Co-op City and Oak Point.

Improvements at Metro-North's New Rochelle Yard in Westchester County.

Construct three miles of third rail traction power and DC substations in Queens County.

Upgrades to high-density signal system with positive train control overlay between Harold Interlocking and shell interlocking.

Installation of new signal systems.

Installation of new control desk/station, software at the Penn Station Dispatch Center.

Upgrades and new installation of new communications systems.

Relocation and installation of utilities.

Construction of new retaining walls and sound attenuation barriers.
