Hawaii DBE program

In their continuing efforts to provide a level playing field for businesses owned by socially and economically disadvantaged persons, Hawaii has established a Disadvanted Business Enterprise (DBE) Program under the auspices of the Hawaii Department of Transportation’s (HDOT) Office of Civil Rights. Businesses that are certified as such by HDOT are eligible to be counted towards the DBE participation goal on US Department of Transportation (USDOT) assisted projects that contain such a goal. All bidders and offerors on such projects must make a good faith effort to reach that participation goal. Other benefits of certification as a DBE include being listed in an online directory, and various avenues to accessing seminars, consulting, and assistance.

Does this certification expire? An Affidavit of No Change must be submitted annually for a DBE to retain its certification.

Are there multiple agencies that offer this certification in the state? Application for DBE certification is made to HDOT, the sole certifiying authority in the state of Hawaii.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet the DBE participation goal on specified contracts receiving federal money.
