Idaho DBE program

The policy of the Idaho Transportation Department (ITD) is that Disadvantaged Business Enterprises (DBEs) must have an equal opportunity to receive and participate in US Department of Transportation (USDOT) assisted contracts. Towards that end, the DBE Program is implemented by the Equal Employment Opportunity/Disadvantaged Business Enterprise Program Manager. DBEs that are certified as such gain the opportunity to be counted towards the DBE participation goal on contracts that involve USDOT funds, when a good faith effort is made to reach out to them.

Does this local/state program offer reciprocal certifications with other local/state programs? The Idaho Transportation Department requires firms certified as DBEs in other states to provide ITD with a copy of its certification notice, and to maintain that certification, for the firm to be certified as a DBE in Idaho.

Does this certification expire? A DBE certification is valid for one year. Each year, an Annual No Change Affadavit must be submitted by a DBE to ITD in order to retain certification.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet the DBE participation goal on such projects where a goal has been specified.
