Massachusetts DBE program

The Supplier Diversity Office (SDO) in Massachusetts is a regulatory agency within the state’s Department of Economic Development. The SDO maintains the Unified Certification Program (UCP) for Disadvantaged Business Enterprises (DBEs) that wish to become certified as such within the state. Once certified, a DBE may participate in certain transportation-related and other projects receiving United States Department of Transportation (USDOT) financial assistance, and be counted towards the DBE participation goal that may exist on such a project.

Does this local/state program offer reciprocal certifications with other local/state programs? Procedures for Interstate Certification have been specified. A firm must have been certified as a DBE in its home state before it becomes certified as a DBE in Massachusetts.

Does this certification expire? Certification must be renewed on a yearly basis. DBEs will receive mailings before expiry of their certifications listing the documents and information that must be provided in order to retain certification.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Bidders must make a good-faith effort to meet the DBE participation goal on projects receiving federal dollars that have such a goal attached.
