New Jersey DBE program

The Disadvantaged and Small Business Programs Unit within the New Jersey Department of Transportation (NJDOT) oversees the Disadvantaged Business Enterprise (DBE) Program for the State of New Jersey. Firms that are certified as DBEs, and only firms that are certified as DBEs, may be used to satisfy DBE participation goals on projects receiving US Department of Transportation (USDOT) funding assistance. A good faith effort must be made to reach the DBE participation goals when such a project is bidding. NJDOT maintains, in addition to the DBE program, the Bridge to Success Supportive Services Program, which includes offering to DBEs various free training curses in vital business and technical areas.

Does this local/state program offer reciprocal certifications with other local/state programs? Out of state firms seeking interstate certification as a DBE are instructed to call or email NJDOT for further details.

Does this certification expire? DBEs must submit no-change affidavits on a yearly basis in order to retain their certification.

Are there multiple agencies that offer this certification in the state? NJDOT, New Jersey Transit (NJT) and the Port Authority of New York & New Jersey (PANYNJ) have been designated as the entities making up the New Jersey Unified Certification Program.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet DBE participation goals on specified projects.
