North Dakota DBE program

Under the Disadvantaged Business Enterprise (DBE) program established through the North Dakota Department of Transportation (NDDOT), certain contracts are assigned participation goals (particularly those receiving US Department of Transportation (USDOT) assistance), and the prime contractor must meet the DBE participation goal or show that a good faith effort was made to meet that goal. NDDOT operates a Certification & Compliance System Portal through which socially and economically disadvantaged firms may seek certification as a DBE in the state.

Does this local/state program offer reciprocal certifications with other local/state programs? If a DBE is seeking interstate certification, it must first be certified in its home state before receiving such certification, and must follow certain other specified procedures.

Does this certification expire? DBEs must submit an annual no-change affidavit in order to retain their certification and be considered valid.

Are there multiple agencies that offer this certification in the state? NDDOT is the sole certifying agency and sole member of the state's Unified Certification Program.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good-faith effort to meet the DBE participation goal when projects have such goals attached to them.
