Oregon DBE program

Firms wishing to be certified as a Disadvantaged Business Enterprise (DBE) in Oregon will go through the Certification Office for Business Inclusion and Diversity (COBID). Once certified as a DBE, a business will be eligible to be counted towards DBE participation goals on federally funded transportation contracting opportunities. If such goals exist, bidders must make a good faith effort to include DBEs towards the DBE participation goal. Certification does not expire.

Does this local/state program offer reciprocal certifications with other local/state programs? COBID must make certification decisions for certifications provided by COBID; there are no automatic reciprocity programs.

Does this certification expire? An annual "no change" affidavit must be provided in order for a business to retain its certification. On the third anniversary of its certification, a business must submit a more thorough Renewal Application.

Are there multiple agencies that offer this certification in the state? Certification is performed through COBID - the Oregon Department of Transportation (ODOT) is not the certifying agency.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, bidders must make a good faith effort to reach the DBE participation goals on projects with such goals.
