Texas HUB program

The Texas Historically Underutilized Business (HUB) Program exists for the benefit of businesses meeting certain criteria with respect to size and that is at least 51% owned by members of certain minorities, women, or service disable veterans, among other criteria. Texas state agencies are required by state law to make a good faith effort to utilize HUBs in various construction contracts, services, and commodities purchases. The HUB program also provides HUBs with information regarding statewide contracts, and allows HUBs to be listed in a directory. Certification is free of charge and has a term of 4 years.

Does this local/state program offer reciprocal certifications with other local/state programs? A list of entities that the Statewide Procurement Divison of Texas maintains reciprocity agreements with is available at https://comptroller.texas.gov/purchasing/vendor/hub/certification-agreements.php. Reciprocity is subject to certain processes.

Does this certification expire? The certification has a term of four years.

Does this program require bidders attempt to make a good-faith effort to meet participation goals? Yes, a good-faith effort must be made on specified contracts to use HUBs to meet the participation goals that have been set.
