Caltrans publishes DBE disparity study

On September 14, the California Department of Transportation (Caltrans) published its 2012 Availability and Disparity Study. The study, conducted by BBC Research & Consultants between October 2011 and August 2012, examines "whether there are disparities between utilization of minority and women-owned businesses (M/WBE) and what might be expected based on their availability for transportation contracts."
Analyzing Caltrans contracting data from 2007 to 2010, the study found that there exists "substantial disparities" in overall M/WBE utilization.
Caltrans will use the report's findings to recalibrate its Disadvantaged Business Enterprise (DBE) Program and to establish an overall DBE Goal and Methodology for a three-year period beginning Federal Fiscal Year 2013.
