When a contract's total annual award is $50,000 or more, prime contractors - even if they are minority- or women-owned or can perform all aspects of the contract themselves - are required to try to fulfill the County's Equal Business Opportunity (EBO) program's 10% minority subcontractor participation goal. This goal, however, can vary depending on a contract's funding source.
In addition to ensuring compliance with the minority participation goal, Howard County's EBO is responsible for maintaining a minority subcontractor certification program. The EBO publishes a directory of certified firms on its website so that prime contractors can locate subcontractors whose participation would contribute to the participation goal. Prime contractors can also use minority businesses certified by the Maryland Department of Transportation and the City of Baltimore to find subcontractors that would satisfy the minority and women business outreach requirements.
