DBE, M/WBE, SBE, DVBE Legal Notice Publication

If you are involved in public contracting, whether as a local, state, or federal government letting contracts or a prime contractor pursing contracts, you will likely be required to publish legal notices (also known as public notices) directed at companies participating public contracting preference programs, including small businesses (SBE), minority businesses (MBE), women businesses (WBE), disadvantaged businesses (DBE), or disabled veteran businesses (DVBE) at some point in time. 

For Prime Contractors 
Governments implementing contracting preference programs often establish disadvantaged business participation goals on specific contracts and, in an effort to achieve these goals, mandate that prime contractors publish invitations to bid and/or small, minority, and women business advertisements in forums aimed at this community. The notices are meant to encourage disadvantaged business participation on contracts as subcontractors and suppliers. 

For Local, State, & Federal Governments
When establishing disadvantaged or small business goals as part of a contracting preference program or an individual contract, governments may be legally required to publish a notice announcing the goal or the specific contracting opportunity to the DBE, SBE, MBE, WBE, and DVBE community.
