Non-minority women-owned businesses excluded from WSDOT DBE goals

The Washington State Department of Transportation (WSDOT) is preparing to implement a Disadvantaged Business Enterprise (DBE) Program waiver that requires the removal of non-minority women-owned businesses from race-conscious contract goals.

The waiver, which will take effect on June 1, is pursuant to a 2012 disparity study that found no disparity for DBEs owned by non-minority women on Federal Highway Administration (FHWA) funded projects during Federal Fiscal Years 2009 through 2011.

WSDOT is currently in the midst of a new disparity study and, with a final report due to be delivered in June of 2017.
