Pennsylvania to embark on disparity study

The State of Pennsylvania is commissioning its first disparity study, which will examine barriers to access for small diverse businesses that are seeking state contracts.

The disparity study follows a recommendation made by Governor Tom Wolf's Advisory Council on Diversity, Inclusion and Small Business.

The council made several other simultaneous recommendations, including raising the small diverse business participation rate to 30 percent by fiscal year 2019, developing systems and programs for contract monitoring and mentoring, expanding the Bureau of Diversity, Inclusion and Small Business Opportunities (BDISBO), among other initiatives.

As defined by the state, "small diverse businesses" are defined as businesses owned by minorities, women, veterans, disabled veterans, individuals with disabilities, and LGBT people.
