Pennsylvania DOT publishes proposed highway and transit DBE goals

The Pennsylvania Department of Transportation (PennDOT) has announced it's proposed disadvantaged business enterprise (DBE) goals for federally-funded highway and transit projects during Fiscal Years 2018, 2019, and 2020.

If approved, the DBE participation goal over the three-year period for Federal Highway Administration-backed contracts would be 9.95 percent. It is anticipated that most of the goal - 8.03 percent - would be acheived by requiring that prime contracts attempt to meet DBE participation goals on individual contracts.

On triennial DBE goal on PennDOT contracts funded by the Federal Transit Administration is 11.97 percent. The department intends to use a mix of race-conscious and race-neutral methods to meet the goal.
