Proposed NYC measure to create a subcontractor bill of rights

A measure being considered by the New York City Council would require that the city provide subcontractors working on city-funded contracts information regarding their rights as a subcontractor.

Topics addressed by the subcontractor "bill of rights" would include contractor payment schedules, the business assistance services the city makes available to subcontractors, and where subcontractors can submit complaints or ask questions about contracts and city procurement.

Under the proposed legislation, the city would be required to provide firms with a copy of the bill of rights whenever a contractor submits them as a subcontractor to the city.

The document would also be published on the city's Department of Small Business Services (SBS) website.
