Executive Order expands procurement access for Baltimore County M/WBEs

Minority and women-owned businesses (M/WBEs) in Baltimore County may find the path to doing business with the County is a little easier following the issuance of a new Executive Order.

Under the Order, the County will streamline the pre-qualification process that vets businesses that want to participate in County contracting. Instead of taking 90 days to process applications, the County will process them in 30 days.

The Order also establishes a "Small Business Purchasing Program" that will enable small companies to bid as prime contractors and permit M/WBEs working as prime contractors to count 50 percent of their work towards a contract's M/WBE subcontractor participation goal.

"We realized that the County's contracting opportunities for minority and women-owned businesses weren't as accessible as they could be for growing businesses, so we did a top to bottom review of the whole process and have made changes that expand opportunities for minority and women-owned firms, and others who may be new to the government contracting arena," said County Executive Kevin Kamenetz.
