North Carolina sets HUB purchasing goal for Cabinet-level agencies

North Carolina Governor Roy Cooper signed an executive order earlier this month setting a goal for the state's Cabinet-level agencies to purchase 10 percent of the dollar amount of goods and services they contract for from historically underutilized businesses (HUBs).

"Diverse businesses are engines for our economy and we need to encourage their growth and development," Gov. Cooper said. "We have minority business owners to thank for creating thousands of new jobs in communities both urban and rural, and we must nurture their success."

The order also creates a Governor's Advisory Council on Historically Underutilized Businesses, which is tasked with giving advice to the Department of Administration - which oversees the Office of Historically Underutilized Businesses.

The council is made up of heads of state agencies, such as the State Purchasing Officer, as well as HUB owners and representatives from community organizations that promote diversity in government contracting.
