Texas annual report published, HUBs post modest gains

The State of Texas has released it's annual Historically Underutilized Business (HUB) Program report for Fiscal Year 2017. During this period, nearly 12 percent of all state contracts - equal to almost $2.5 billion - were awarded to HUBs.

The HUB report, which includes state agency rankings, expenditure data and supplemental reports and letters from various state agencies documenting their continued efforts to educate HUBs about procurement opportunities, also found modest improvements in HUB utilization rates in most contract categories compared to Fiscal Year 2016.

While HUB participation on Heavy Construction, Building Construction Special Trade, Professional Services Other Services, Commodities contracts increased in 2017, it dropped for Special Trade contracts. Despite these overall gains, the state still fell short of it's HUB contracting goals for each category.

Among the groups eligible for HUB certification, women-owned businesses won the lion's share of contracts with 49.49 percent of the awards. Service-disabled veteran-owned businesses, on other handd, received the fewest, with just 0.5 percent of the state's contract dollars being awarded to them.
