In response to a statewide policy that mandates purchases over $25,000 be subject to a detailed procurement process to determine if any certified minority- and women-owned business enterprises (MWBE) could be used, all State University of New York (SUNY) campuses are now implementing a screening process on major purchases to ensure that MWBEs have an equal opportunity bid for the contract.
The expenditures covered by this policy include most commodities, many services and all construction contracting and only MWBE firms certified by the Empire State Development Corporation may be used to fulfill the new policy.
While costs for implementing the new policy are not expected to be significant, approval and award of contracts may be prolonged as the schools properly document and administer the new program. The change is a big win for MWBE contractors and may help close the gaps between the number of MWBEs available and the number of those firms chosen to work on government funded contracts.
