Missouri study finds disparity in state MBE, WBE spending

A study commissioned by Missouri Gov. Jay Nixon on racial and gender discrimination in the award of public construction contracts has found that issues still plague the contracting process in the state.

The study, which examined contract awards between 2007 and 2013, determined that only 22.7 percent of contracts went to minority- (MBEs) and women-owned business enterprises (WBEs). Additionally, the study also found indicators of discrimination against companies owned by Hispanics, Native Americans and women, as well as MBEs and WBEs as a whole.

To address these issues, the study recommends that the state continue with its current set of programs to assist minority and women owned business enterprises and to also employ several narrowly tailored remedies to ameliorate discrimination in the awarding of State contracts.
