Caltrans raises DBE goal for federally funded transportation projects in California

The California Department of Transportation (Caltrans) recently announced that the disadvantaged business enterprise (DBE) annual participation goal for federally funded transportation projects in California would be raised to 17.6 percent for fiscal years 2019 through 2021. This represents a raise in the goal of 5.1 percent.

The new participation goal figure comes after approval from the Federal Highway Administration (FHWA). The FHWA requires the DBE programs in the various states to set such a participation goal every three years. Caltrans has seen a 30 percent increase in overall DBE participation in Caltrans contracts over the prior six years, and is anticipating further growth in DBE participation due to $54 billion in funding for road work over the next decade, as provided for by the recent SB 1.

To foster this growth, Caltrans is also planning to increase training and certification opportunities for DBEs.
