Caltrans releases Small Business Outreach Plan

The California Department of Transportation (Caltrans) has released a Small Business Outreach Plan and Implementation Report. The report was prepared pursuant to SB 103, legislation requiring Caltrans to increase business opportunities for certain types of small businesses. The report also comes after SB 1, signed into law in 2017, which requires Caltrans to prepare a plan to increase the dollar value of contracts awarded to SBEs, DBEs, and DVBEs by up to 100 percent. The report describes a number of measures intended to increase participation for the specified businesses in the year of 2019 and onwards.

The report also notes that Caltrans is required to achieve 25 percent Small Business participation in contracting, but that Caltrans has already been exceeding achieving this rate. DBE participation is required to rise to 17.6 percent for fiscal years 2019-2021 but has not yet met the target. DBE participation for fiscal year 2017 was 12.1 percent. However, Caltrans intends on doubling the number of newly-certified highway construction (and related professional services) DBEs in 2019.

In the report, Caltrans pledges to "work diligently to craft programs, services, and activities that comply with applicable laws, rules, and regulations" in service of the goal of increasing "procurement opportunities for new and limited contracting small business enterprises, including, but not limited to, those owned by women, minorities, disabled veterans, lesbian, gay, bisexual, and transgender (LGBT), and other disadvantaged groups."
