U.S. SBA releases Fiscal Year 2018 Small Business Federal Procurement Scorecard

The United States Small Business Administration (U.S. SBA) recently released its Small Business Federal Procurement Scorecard for Fiscal Year 2018 (FY 2018). The letter grade for the federal government as a whole was an "A". "A"'s were awarded to those agencies meeting between 100 and 119 percent of their goals for small business participation. The federal total goal for small business participation was 23 percent, and 25.05 percent of federal contract dollars were awarded to small businesses, representing roughly a total $120.8 billion for FY 2018. In FY 2017, the achieved goal was 23.88 percent, representing roughly $105.7 billion.

Of all the agencies receiving individual scorecards, eight received an "A+", twelve received an "A", three received a "B", and only one (the National Science Foundation) received a "C". The letter grades, as explained in the methodology document for the scorecard, are 50 percent derived from the agency's prime contracting achievement, 20 percent from their subcontracting achievement, 20 percent from an agency compliance review, and 10 percent from a comparison of small primes in the agency's top 100 NAICS codes as compared to the prior year.
