Massachusetts announces DBE goals for 2019 to 2022

The Massachusetts Department of Transportation (MassDOT) has announced its Disadvantaged Business Enterprise (DBE) participation goals. The goals are split according to whether the MassDOT contracts in question are assisted by the Federal Transit Administration (FTA) or the Federal Highway Administration (FHWA).

The goal on FTA-assisted contracts is for fiscal years 2019 through 2021, and is set at 5.5 percent, of which MassDOT anticipates reaching 3.7 percent through race-neutral measures, with a race-conscious goal of 1.3 percent (there is some discrepancy between the announcement, which lists 5.5 percent, and the methodology document, which lists a goal of 5 percent). The goal on FHWA-assisted contracts is for fiscal years 2020 through 2022, and is set at 13.6 percent, of which MassDOT anticipates reaching 3.43 percent through race-neutral measures, with a race-conscious goal of 10.21 percent. 

In their notice regarding the goals, MassDOT states that the DBE program "is designed to level the playing field by giving small businesses owners with social and economic disadvantages a fair opportunity to compete for federally funded transportation contracts."
