PennDOT publishes 2021-2023 DBE goal

The Pennsylvania Department of Transportation (PennDOT) has published its DBE goal and goal-setting methodology for fiscal years 2021 through 2023. The participation goal for that period on federally-assisted contracts is 7.60 percent. Of this, PennDOT proposes to meet 6.70 percent by means of race-conscious or traditional contract goals and an additional 0.91 percent by means of race-neutral measures. In addition, this goal is subject to Inline Correction analysis on an annual basis to determine if market conditions have changed enough to dictate a change to the goal. The goal was based, among other sources, on a disparity study conducted for PennDOT in 2018.

The goal will be formally submitted to the U.S. DOT on August 1, 2020. A number of public meetings for discussion of the goal took place in March of 2020. The public comment period has likewise passed. PennDOT will begin using its overall goal on October 1, 2020, unless it receives other instructions from FHWA.
