Montana transportation department to hold public hearing regarding DBE goals

Montana Department of Transportation (MDT) is holding a public meeting to address drafts of the goals for Disadvantaged Business Enterprise (DBE) participation in public contracting. The goals are the DBE participation goals for West Yellowstone and Lincoln Airports, as well as the general MDT participation goal for DBEs with respect to FTA-funded projects. There is also an ACDBE Car Rental goal for West Yellowstone Airport.

West Yellowstone Airport is setting a one-year participation goal for fiscal year 2021, which will be followed by a three-year goal for fiscal years 2022 through 2024. The goal for fiscal year 2021 is 4.7 percent. There are contracts worth an estimated $4.4 million that will be out to be bid during fiscal year 2021. Race neutral methods will be employed to meet the goal.

Lincoln Airport is setting a goal of 3.2 percent participation for fiscal years 2021 through 2023. This will also be accomplished by race neutral means. Almost $1.4 million worth of contracts are estimated to be available during the period.

MDT's DBE participation goal for fiscal years 2021 through 2023 is 0.7 percent, to be achieved through race-neutral means.

All three goals were published on July 14th, 2020. The proposed Goal Methodologies are available for review on MDT's website and at MDT's Headquarters Building, Office of Civil Rights, 2701 Prospect Avenue, Room 201, Helena, Montana. A virtual public hearing on the goals will be held on July 21st, 2020, at 2 PM. For those unable to attend at this time, the meeting will be recorded and published on the MDT website.
