The Illinois Legislative Black Caucus is advocating for the passage of House Bill 5824, which would make numerous reforms aimed at improving equity in the realm of state contracting, particularly by expanding and modifying the responsibilities of various entities to file supplier diversity reports and participate in matchmaking workshops.
The reforms and new procedures the bill would implement include: requiring the Department of Commerce and Economic Opportunity to oversee a new program of matchmaking workshops for minority- and women-owned businesses (MWBEs) and the large government entities that are already required to file supplier diversity reports (currently the Department of Central Management Services handles this function); requiring all businesses receiving EDGE tax credits to file supplier diversity reports for years in which they received such a credit, and also require them to participate in similar matchmaking workshops; and requiring all businesses licensed to do business in Illinois that have assets exceeding $50 million to file such reports and participate in such workshops.
