New Jersey Senate passes MWBE disparity study bill

The New Jersey Senate has passed a bill sponsored by Senator Troy Singleton and Senator M. Teresa Ruiz that would authorize the State's Chief Diversity Officer to commission a diversity study on the utilization of minority-owned and women-owned businesses (MWBEs) in the State procurement process. The findings of such a disparity study would potentially form the legal basis for the setting of goals for MWBE utilization.

The disparity study would be due one year from the date of the bill's enactment, to be submitted along with the Chief Diversity Officer's recommendations for legislative or other remedies to disparities, should any be found. The Officer is also granted discretion by the bill to submit additional reports evaluating the effectiveness of past recommendations for remedying such disparities.

"We want to ensure that we are working to provide equal opportunities to all companies and foster a business market that is beneficial to all, not just the few," said Senator Ruiz in a statement.
