Caltrans has announced the publication of its 2021 disparity study alongside its proposed disadvantaged business enterprise (DBE) utilization goals for fiscal years 2022 through 2024. The goal for the period has been set at 22.2 percent.
The period examined by the disparity study was the calendar years of 2015 through 2019. The goal document proposes meeting the 2022-2024 goal in proportions of 3.9 percent with race-neutral methods (including business outreach, supportive services, unbundling, and the like) and 18.3 percent with race-conscious methods (including explicit goal-setting and other methods).
Comments on the proposed goal and its methodology may be submitted to Caltrans Office of Civil Rights, Attention: Disparity Study, 1823 14th Street, Sacramento, CA 95811. They may also be emailed to disparity.study@dot.ca.gov, or faxed to (916) 324-1949. Comments will be accepted until 5:00 PM Pacific Time on Wednesday, September 1, 2021.
