City of Gainesville conducting MWBE disparity study

The City of Gainesville is conducting a disparity study into conditions for minority and woman-owned business enterprises (MWBEs) that do business or attempt to do business with the City. The findings of the study, should a statistically significant disparity in utilization of MWBEs relative to their availability be found, could be used to legally justify remedies for MWBEs in City procurement.

The study began in June of 2021 and is expected to be completed and delivered to the study in August of 2022. It will include anecdotal evidence in the form of feedback at community events and individual business-owner interviews as well as statistical analysis of business availability and contract data. The study will also examine the City's existing Small and Service-Disabled Veteran Business Program, which is currently race- and gender-neutral, to determine if it is sufficiently assisting MWBEs, or if it is inadequate on its own to remedy disparities.

Changes that are being considered to City contracting procedures, should findings of disparity be made, include outreach support services, new opportunities for small businesses, and more, although the recommendations will not be made until the study is delivered.
