Last week Coloardo lawmakers introduced a bill that would require the state to study whether historically underutilized businesses (HUBs), which are owned by minorities and women, are receiving their fair share of the state's contracting dollars.
In addition to studying HUB utilization, House Bill 1306 would require that the Legislature receive recommendations on how to boost HUB contracting by the beginning of 2017.
The bill has received bipartisan support, with which Democratic Reps. Angela Williams and Joe Salazar and Republican Sen. Larry Crowder counted among the sponsors. However, the legislature has killed similar bills in recent years over concern about the cost of the study. Last year, the study had a $1.4 million price tag.
