Travis County seeks to expand HUB program to LGBTBEs

The Travis County Historically Underutilized Business (HUB) program is looking into the possibility of adding LGBT-owned business enterprises (LGBTBEs) to its procedures. The move comes after the presentation of a study by the City of Austin's LGBTQ+ Quality of Life Commission. In response to the study, the Travis County Commissioners Court approved a slate of measures including authorization for the Travis County Purchasing Office to include LGBTBEs in the HUB program.

The County is currently in the midst of conducting one of its periodic disparity studies on HUB contracting, which seeks to analyse whether and which types of businesses are underutilized relative to the availability in County procurement. The findings from the study are currently expected to be presented to the Commissioners Court in 2022. Should findings of disparity in utilization of LGBTBEs be made, it is possible that LGBTBEs could be included in the provisions of the County's HUB program, making them eligible for being included in project goals and the like. As the County does not certify HUBs itself, it may make use of a third party, such as the National LGBT Chamber of Commerce.
