Los Angeles City Council moves to increase MWBE participation

The Los Angeles City Council has passed a motion establishing "Community Level Contracting" as a City-wide procurement practice. The motion was introduced by Council Member Nithya Raman in a move to increase participation of minority- and woman-owned businesses (MWBEs) in City contracting.

Community Level Contracting, as described in the motion, is the practice of breaking down and unbundling City contracts into smaller projects that are more focused in scope in addition to being smaller, making them more manageable for smaller businesses to take on. The motion requires the City's Chief Procurement Officer to issue a report on making Community Level Contracting a practice followed by all of the City's departments, as well as how to set goals for such a program, and how to track and monitor participation of businesses in the program. The motion also calls for comprehensive reviews of all existing mechanisms for tracking subcontractors used by primes on City contracts, and all existing City programs seeking to foster MWBE participation as well as small and local business participation, to ensure such measures are having the desired impact.

"We must take this practice [Community Level Contracting] city-wide to truly bolster the local economic impact of the City's purchasing power," Council Member Raman said in a statement.
