Raleigh-Durham Airport Authority soliciting input on DBE goals

The Raleigh-Durham Airport Authority in North Carolina is in the process of developing its Disadvantaged Business Enterprise (DBE) goals for fiscal years 2023, 2024 and 2025. The Authority wishes to solicit input from interested stakeholders regarding the availability of DBEs, the effects of discrimination on opportunities for DBEs, if present, and establishing the DBE goals. The proposed DBE goal for fiscal years 2023 through 2025 is 21.9 percent.

As the Authority expects to let roughly $384,500,000 worth of contracts during that period, 21.9 percent of that figure would represent $84,350,260 in contract dollars going to DBEs, should the goal be met. When evaluated over the years since fiscal year 2013, the Authority overachieved its DBE participation goals by an average of 1.6 percent. The authority intends on meeting 10.4 percent (out of its total 21.9 percent goal) of the goal using race-neutral means, and the remaining 11.6 percent by race-conscious means. The goal will be used by the Authority starting October 1, 2022 barring other instructions from the federal government.

There are two ways to provide input: stakeholders may submit comments via e-mail to thiane.carter@rdu.com by July 15, 2022; or they may attend a virtual open meeting regarding the goal on July 15th between 9:00 AM and 10:00 AM Eastern, and provide input at that event.
