The New York State DOT (NYSDOT) has announced its DBE participation goal for fiscal years 2023 through 2025, as it is required to do as a condition of receiving federal transportation funding. The participation goal has been set at 18.37 percent.
The figure was arrived at after using census data and other methods to estimate the availability of ready, willing and able DBEs, as well as evaluating DBE participation in past years.
NYSDOT aims to reach 0.86 participation, towards the 18.37 percent goal, by means of race-neutral measures. The rest of participation will be met by means of race-conscious measures.
