Arizona DOT holding hearings for proposed DBE goals, disparity study

The public has an opportunity to comment on the Arizona Department of Transportation's (ADOT) proposed triennial disadvantaged business enterprise (DBE) goals and it's recently completed DBE participation disparity study next month.

For Federal Highway Administration-funded contracts issued between 2015 and 2017, ADOT is proposing an overall 8.9 percent DBE utilization goal, with 3.90 percent of the goal attained through the application of DBE participation goals on individual contracts. On contracts with participation goals, prime contractors will be required to make a good faith effort to make use of DBE subcontractors and suppliers on the contact.

Between 2016 and 2018, the proposed DBE goal for Federal Transit Administration (FTA) contracts is 7.25 percent, and 4.87 percent for Federal Aviation Administration (FAA) projects.

The hearings will be held around the state from July 8th to July 16th. Attendees are encouraged to comment on the size of the DBE goals, the results of the disparity study, and their experience bidding on ADOT contracts in general.
