NYC Comptroller releases Annual Report on M/WBE Procurement

New York City Comptroller Brad Lander has issued the Annual Report on M/WBE Procurement for the City's Office of Comptroller. The annual report takes a look at conditions for Minority- and Women-owned Business Enterprises (M/WBEs) in City procurement.

The recently-released report, covering fiscal year 2023, found that only 5.33 percent of the value of total City contract and purchase order spending went to M/WBEs during that period. Within the narrower slice of contracts and purchase orders subject to M/WBE participation goals, M/WBEs received 9.82 percent of total spending. The 5.33 percent figure represents a miniscule rise from the previous year's figure of 5.2 percent, and the 9.82 percent figure is down from the previous year's figure of 16 percent for the same metric. The report also calls out a "disparity with the disparity" in the data, with Black-, Hispanic-, or women-of-color-owned businesses each receiving roughly 1 percent of the value of contracts subject to M/WBE participation goals.

Recommendations made by the report for improving the City's rate of contracting with M/WBEs include: standardizing the use of commodity codes across agencies purchasing similar goods and services, in order to make it easier for M/WBEs to find contract opportunities; doing detailed surveying of M/WBEs to understand why certified M/WBEs might not be contracting with the City; enhancing monitoring and compliance efforts; and increasing the usage of M/WBEs in the "human services" sector in particular.

"The Adams Administration has taken steps to improve equity in City contracting - but the data tells a story of how far there is to go," said Comptroller Lander in a statement.
