The California Department of Transportation (Caltrans) is giving the public until July 31st to submit their comments on the department's overall annual disadvantaged business enterprise (DBE) goal for Fiscal Years 2016, 2017, and 2018.
For the next three years, Caltrans is proposing a DBE goal of 12.5 percent for federally-funded highway projects. This goal is unchanged from the previous three years, during which the department achieved annual DBE participation goals ranging from 10.66 percent to 11.89 percent.
Caltrans intends to meet 9.5 percent of the goal through race-conscious measures, such as requiring prime contractors to make a good faith effort to include DBE firms on specific contracts. The remaining 3 percent is to be achieved through race-neutral measures, which includes outreach to DBE firms by Caltrans through networking events, workshops, and technical assistance.
