North Carolina state budget abolishes HUB program

The legislature for the State of North Carolina has passed a new budget (which has been signed into law by Governor Josh Stein) which abolishes the Office for Historically Underutilized Businesses (or HUBs). The new budget also eliminated the law that provided for a 10 percent minority-owned business participation goal on state contracts of more than $100,000, and bans state agencies and local governments from setting many forms of independent minority- and woman-owned business (MWBE) participation goals.

The North Carolina Small Business Enterprise Program, which was previously part of the HUB office, is being moved to operate under the Division of Purchase & Contract within the Department of Administration (DOA). The eligibility criteria for the Small Business Enterprise Program are race- and gender-neutral.

"We hope to continue to work with many HUB businesses through the Small Business Enterprise program,” said DOA Secretary Gabriel Esparza in a statement.
