At the end of August, the Federal Highway Administration (FHWA) notified the California Department of Transportation (Caltrans) that it approved the department's disadvantaged business enterprise (DBE) goal for Federal Fiscal Years 2016, 2017, and 2018.
During this period, Caltrans intends to award 12.5 percent of its annual procurement and contract awards to certified DBEs.
The department predicts that it will achieve three percent of the goal through race-neutral measures, which includes increasing the pool of certified DBEs, providing technical assistance, and posting networking and training events.
Caltrans will use race-conscious measures, such as setting DBE goals on individual contracts that prime contractors will be required to make a good faith effort to meet, to meet the remaining 9.5 percent.
The newly established triennial DBE goal applies only to contracts funded by the FHWA. Caltrans sets separate DBE goals for Federal Transit Administration and Federal Aviation Administration-funded projects.
