Legislation to introduce MBE/WBE program Cuyahoga County under consideration

Cuyahoga County Executive Armond Budish has submitted legislation to the County Council that will help make the county's procurement process more inclusive for minority and women-owned businesses (MBE/WBEs).

If enacted, the legislation would expand the county's SBE program to include MBE/WBEs. As part of this adjustment, the city would establish MBE/WBE subcontractor participation goals on contracts and require that a good faith effort be made to meet those goals.

"One of our top priorities is Fairness and Equity and we recognize the need to take robust action to ensure that there is an inclusive process where everyone can have an opportunity to do business with the County," said Budish. "We believe that small businesses and minority and women owned businesses, should have a fair shot at competing for County business, and that our workforce should be diverse."

The legislation would also eliminate the performance bond requirement for contracts under $250,000, establish small business set-asides for certain projects, and grant a bid preference to any company with a demonstrated commitment to using MBE/WBE subcontractors or a diverse workforce during the previous two years.
