Memphis publishes MWBE disparity study

A report published by the City of Memphis last week recommends that the city continue to promote minority- and women-owned business enterprise (MWBE) participation on city contracts, following findings that significant disparity exists between the procurement participation rates of white male-owned businesses and MWBEs.

"It's obvious that the city has plenty of opportunity to improve," said Mayor Jim Strickland in a statement on Facebook. "You'll see very clearly why improving our contracting performance with minority and women-owned businesses has been a major priority to me in our first seven-plus months in office."

The study looked at Memphis contracting data from 2010 to 2014 and found that of the approximately $664 million dollars spent during that period, only 6.5 percent was awarded to MWBEs.

Among the report's recommendations are that the city establish project-specific MWBE contracting goals, enhance MWBE program training for the city's procurement officials, and overhaul it's MWBE certification process to make it easier for eligible companies to apply.
