ADOT seeks public comment on new DBE goals

The Arizona Department of Transportation (ADOT) is preparing to submit its new Disadvantaged Business Enterprise (DBE) goal to the Federal Highway Administration (FHWA). As a recipient of FHWA funding, ADOT is required to set a new overall annual DBE participation goal every three years.

ADOT is proposing that 9.55 percent of FHWA-funded contracts go to DBE firms during fiscal years 2018 through 2020. The current goal is 8.9 percent, and ADOT has exceed that goal during the past two fiscal years. ADOT estimates that 5 percent of total contracting dollars will be awarded to DBEs through race- and gender-neutral initiatives, while the remaining 4.55 percent will be achieved through contract goals.

If approved, the new DBE goal will go into effect on October 1, 2017.

ADOT is also proposing an overall DBE goal of 8.05 percent for contracts funded through the Federal Aviation Administration (FAA). This goal would be achieved exclusively through race- and gender-neutral efforts.

The public is invited by ADOT to submit input on these proposed goals. Two public hearings are scheduled to take place - one in Tucson on June 13 and one in Phoenix on June 15.
