GRANT WRITER SERVICES REQUEST FOR INVITATION TO BID AND STATEMENT OF QUALIFICATIONS
The city of Arp (the “City”) is seeking to enter into a grant writer services contract. The City is in the process of applying for funding through the Texas Water Development Board (TWDB). Interested firms may submit an RFQ according to the following criteria. The City reserves the right to accept or reject any or all proposals for any reason deemed to be in the best interest of the City.
Project Description: The existing WWTP will be decommissioned and much of the existing footprint will be either reused or reclaimed, based on the final plant design and the most efficient land use.
The replacement WWTP will be an activated sludge type, package treatment plant rated for 0.5 MGD. Because the flows of the city generally peak twice per day (8:00 am and 8:00 pm) an equalization basin/tank (100,000 gallon) will be used to provide a more constant flow through the plant. The lighting in the Plant will be replaced with energy efficient sources and two additional light poles will be necessary for the new plant configuration. The collection system has significant I & I issue. Estimated line replacement is ~ 10,000 Ft. And impacting ~60 customers service lines (~1,800 Ft.). Additionally, one “Lift Station} will need to be replaced. Piping in the collection system will be replaced via “pipe-bursting” and service lines will be connected as appropriate (either HDD or open trench). Approximately two miles of “permeable pavement” will be installed over the area of the pipe and line work.


I. Scope of Work: The grant writer contract will encompass all project-related services for the City, including but not limited to the following:
• Act as a “liaison/Project Manager” with the Texas Water Development Board (TWDB), Texas Commission on Environmental Quality (TCEQ) and the Engineer.
• Preparation of an CWSRF Application for the TWDB, in accordance with all requirements of the TWDB.
• Assist with and coordinate the submission of all required documentation with the necessary agencies.
• Maximize grant/loan forgiveness potential of the project, including but not limited to disadvantaged community and green project documentation and substantiation.
• Assist with the Preparation of the bid packet to ensure compliance with all Federal cross-cutters that apply.
• Assist with Construction materials compliance with TWDB/Federal requirements.
• Assist with payment invoice submission to the TWDB and other paperwork are necessary.
• Assist the City in maintaining all required documents and documentation of activities related to the CWSRF process.
• Coordinate and cooperate with all parties working on the project.
• Other special services as may be required.

II. Statement of Qualifications: The City, is seeking to contract with a competent grant writer, which has had experience in the following areas:
• Experience with Public wastewater distribution system projects.
• Experience with SRF projects.
• Experience working with the TWDB and TCEQ.
• Projects located in the state of Texas.
• Experience with the Environmental Review and Approval process.
• Experience with “Equivalency” Projects.
• Experience working with Disadvantaged Communities.
As such, please provide within your proposal a list of past TWDB projects with contact information, as well as resumes of all persons who will or may be assigned to this project, if you are awarded the grant writer services contract.
III. Dateline For Submission: If your firm is interested in being considered for this project, proposals must be received no later than 4:00 PM on Thursday, May 31, 2023, at the Arp City Hall, 109 W. Longview Street, Arp Texas, 75750. One (1) copy of the proposal must be sealed and clearly marked on the face of the shipping material “TWDB GRANT WRITER RFQ”.

The City reserves the right to negotiate with all grant writers or firms that submit proposals, as per the Texas Professional Services Act. Qualified SBE, MBE and WBE firms are encouraged to submit proposals in response to this invitation. The City affords Affirmative Actions to qualified small, minority and women-owned businesses. Please note that the successful respondent is required to make a “good faith effort” toward affording opportunity for qualified SBE, MBE and WBE participation and submit, if required, supporting documentation to the TWDB.
IV. Additional Information
A. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB).
B. Any contract or contracts awarded under this Request for Qualifications (RFQ) are expected to be funded in part by a loan from the TWDB. Neither the State of Texas nor any of its departments, agencies, or employees are or will be a part to this, RFQ, or any resulting contract.
C. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps. The City of Arp WWTP Project

Introduction:
The City of Arp wastewater treatment plant (WWTP) is currently under an Enforcement Action by TCEQ Enforcement Case No.: 61372. The City of Arp is proposing to replace their 60 to70-year old WWTP, which can no longer meet the increasingly more stringent regulations, and changes in regulatory mandates, and address inflow and infiltration (I & I) issues in the collection system.
Project Description:
The existing WWTP will be decommissioned and much of the existing footprint will be either reused or reclaimed, based on the final plant design and the most efficient land use.
The replacement WWTP will be an activated sludge type, package treatment plant rated for 0.5 MGD. Because the flows of the city generally peak twice per day (8:00 am and 8:00 pm) an equalization basin/tank (100,000 gallon) will be used to provide a more constant flow through the plant. The lighting in the Plant will be replaced with energy efficient sources such as Metal halide pulse start technologies, compact fluorescent, or light emitting diodes (LED), to meet green standards, two additional light poles will be necessary for the new plant configuration. The plans and specifications will be submitted to TCEQ and the TWDB and adjusted as directed by these agencies. All of the motors will be National Electric Manufacturers Association (NEMA) premium energy efficiency motors, as required to meet the “Green Project” parameters.
The collection system has been identified as having a significant I & I issue. The City has identified areas that are believed to be the largest contributors of these issues. They include: all of Hunter Street; all of Wade Street; Barto to Front Streets: Front Street from Barron Street to Main Street; all of Lowry Street; Linwood (from Lift Station) to Barron Street; All of Arnold Street; and all of Gordon Street. (Estimated to be ~ 10,000 Ft.). And run new lines to connect ~60 customers to the mains (~1,800 Ft.) either by HDD or open trench. Additionally, the Linwood Lift Station will need to be replaced, (as it is believed to be a source of I & I), with a water tight lift station.
For the collection system, because the existing lines are located in the middle of the road, it is being proposed to use “pipe-bursting” in combination with HDPE pipe. This will significantly reduce the environmental foot print of the construction portion of the line replacement and will significantly reduce the overall cost of the project, in relation to conventional trenching and subsequent road repairs. The use of HDPE is selected as to its’ life expectancy is twice that of PVC and considered significantly more “green” compared to PVC.
