Phase 1 Preconstruction: requested scopes include but are not limited to the following: Community Outreach, Constructability Reviews, Cultural Competency Consultant, Environmental Consultant, Document Control Staffing, Project Administration, Quality Control, Scheduling, Subcontractor Outreach and Engagement, Temporary Traffic Planning, Testing, Third Party Coordination, Train Operations Consultant (BNSF & Metro Experience), Value Engineering
SKANSKA is soliciting in good faith all Ph 1 Pre-construction service consultants that are Metro/DGS Certified Small Business (SB), Micro Small Business (MB) or Disabled Veteran Enterprise (DVBE) and/or Metro/CUCP Certified race-neutral Disadvantaged Business Enterprise (DBE) service consultant firms, related to the scopes listed for the LinkUS, Construction Manager/ General Contractor (CMGC) Phase 1 Preconstruction. This advertisement is in response to LACMTA’s DBE Program. SKANSKA intends to conduct itself in “Good Faith with SBE/DVBE/DBE firms regarding participation on this project.
Project Description: The Project will transform how the regional rail system operates in Southern California by converting Los Angeles Union Station (“LAUS”) from a stub-end station to a run-through station. The Project will include construction of new run-through tracks over the US-101 freeway connecting to the mainline tracks on the West Bank of the Los Angeles River.

Requirements: Skanska is an Equal Opportunity Employer and encourages the participation of Small Business Enterprises. We are requesting quotes from all qualified subcontractors and suppliers. Skanska will assist qualified subcontractors, vendors, & suppliers in obtaining bonding, lines of credit, insurance, necessary equipment, materials and/or supplies. All SBE/DVBE/DBE firms must be certified by the proposal due date. Should you have any questions regarding LACMTA’s certification process, please contact us or LACMTA’s certification Hotline at (213) 922-2600. If you are a SBE/DVBE/DBE Company, please provide your certification letter with your proposal. If you are a Non-DBE, please indicate all lower-tier participation on your quotation as it will be evaluating it with your price. To assist SBE/DVBE/DBEs subcontractors and suppliers, we will divide total requirements into smaller packages, tasks or quantities & establish delivery & construction schedule, which will permit maximum participation when feasible. SKANSKA’s insurance requirements are Commercial General Liability (GL): $1M ea. occ., $1M personal injury, $2M products & completed operations agg. & general agg.; $1M Auto Liability; $5M Excess/Umbrella and $1M Workers Comp. Endorsements and waivers required are the Additional Insured End., Primary Wording End., & a Waiver of Subrogation (GL & WC). Other insurance requirements may be necessary per scope or RFP requirement. Subcontractors may be required to furnish performance & payment bonds in the full amount of their subcontract by an admitted surety & subject to approval by SKANSKA. Quotations must be valid for the same duration as specified by the Owner for contract award. Conditions or exceptions in Subcontractor’s quote are expressly rejected unless accepted in writing. SKANSKA is signatory to the Operating Engineers, Laborers, Cement Masons, & Carpenters Unions. Subcontractors must provide weekly, one original and one copy of all certified payrolls, including non-performance and fringe benefit statements if required by law or by the Prime Contract. Please note that all Contractors and Subcontractors must register with The DIR (Department of Industrial Relations) to bid on public works projects. Include CSLB License Number and DIR Number on All Quotes Submitted.
